叶宝荣:银监会：加大支持“三农”力度贷款可优先开展资产证券化

中国银监会周二表示，今年将继续加大金融支持“三农”的力度，涉农贷款可实施弹性存贷比，涉农贷款增速要高于全部贷款平均水平，并优先对涉农贷款开展资产证券化和资产流转试点。

银监会网站刊登的《关于做好2015年农村金融服务工作的通知》称，对涉农不良贷款给予更大的容忍度。结合涉农贷款季节性特点，对涉农贷款占比较高的县域法人金融机构实施弹性存贷比要求。支持符合条件的银行业金融机构发行“三农”金融债，增加支农信贷资金来源。

“在经批准的地区引导金融机构参与农村土地承包经营权和农民住房财产权抵押贷款试点。扩大林权抵押贷款规模。”银监会称。

银监会并要求，加强融资担保公司管理，大力发展政府支持的融资担保机构和再担保机构，鼓励其开展涉农融资担保业务，完善银担合作和风险分担机制。
